Although the entirety of Arches National Park is a wonder of the first magnitude, Balanced Rock is a singular wonder in itself. The shape is quite exquisite, and the fact that it still stands after all these millenia makes it a total wonder.
Arches National Park is only a short drive from Moab, UT. And Balanced Rock literally can't be missed since it's only a few feet off the main road though the park.
Spring and fall are perhaps the best times to visit because of light traffic and mild weather. Winter will allow you to see it with a white veneer of snow. Summer is hot, busy with traffic, and you now have to have a reservation. As far as time of day, in the evening just after sunset will allow you to photograph it so that Balanced Rock is also balancing the moon on its tip.
